Financial Partnership Agreement

Tourisme Mauricie launches its 2025 Financial Partnership Agreement Program, also known as the sponsorship program, designed to support initiatives that help showcase and strengthen the region’s tourism offer.

 

Program objectives

  • Structure and align fund management related to sponsorships in accordance with the mission and strategic objectives of Tourisme Mauricie.
  • Clarify scope, guiding principles, applicable criteria, management principles, application processing, and administrative responsibilities. The program also seeks to harmonize practices and avoid duplication.
  • Promote the region while respecting the organization’s core values: authenticity, innovation, boldness, and sustainable development. Sponsorship is granted to activities, events, or projects that contribute to Tourisme Mauricie’s regional mission.
  • Establish a corporate positioning framework in exchange for visibility valued in proportion to the sponsorship amount granted. This exchange must be based on mutual agreement.

Program overview

In short, this is financial support in exchange for visibility valued at up to $7,000, based on the evaluation grid. Support is provided to projects that demonstrate their ability to attract visitors, generate economic impact, adopt sustainable and innovative practices, and provide relevant visibility for Tourisme Mauricie.

Why a program like this?

  • To guide and harmonize the management of sponsorship funds in line with Tourisme Mauricie’s mission and strategic goals.
  • To set out the scope, guiding principles, applicable criteria, management methods, and administrative responsibilities of all stakeholders.
  • To ensure a fair and transparent process for all applicants.
  • To support members involved in tourism development.
  • To create opportunities to highlight the corporate positioning of Tourisme Mauricie and/or the regional tourism offer.

Therefore, to structure the evaluation and allocation process of financial partnership agreements and set clear rules that simplify the distribution of financial support of the financial partnership agreement.

Eligible projects must…

  • Contribute to increasing tourism and economic impact in the region.
  • Showcase and enhance the regional tourism offer.
  • Support visitor retention.
  • Attract an out-of-region clientele.
  • Strengthen the regional tourism industry.
  • Highlight the territory’s strengths and DNA while promoting discoverability and visibility.
  • Meet the criteria listed in the self-assessment grid.

Six-Step Policy

Organizations applying for a financial partnership agreement for their activity, event, or project must meet the following:

  • Be a legally constituted organization.
  • Be a member of Tourisme Mauricie or a provincial tourism partner.
  • Submit their application at least 10 weeks before the start of the activity/event/project.
  • Demonstrate the ability to attract visitors from outside the region and/or show a positive impact on Mauricie’s tourism industry. Applicants must present the ratio of Mauricie vs. non-Mauricie visitors.
  • Provide visibility opportunities, including a detailed value grid.
  • Show that other sponsors’ activities are compatible with Tourisme Mauricie’s.
  • Demonstrate financial sustainability by presenting the project’s budget.

Sponsorship cannot be granted to:

  • Individual promoters not legally constituted.
  • Members with outstanding dues to Tourisme Mauricie.
  • Organizations or projects dedicated to a political or religious cause.
  • Organizations or projects supporting only one person or personal initiatives such as a product, event, or individual activity.
  • Municipalities, ministries, schools, or public entities.
  • Promoters in unstable or concerning financial situations.
  • Travel outside the Mauricie region.
  • Applicants already under sponsorship agreements with another tourism region.
  • Social clubs or charities.
  • Personal projects, cultural trips, or cooperative missions.
  • Events not taking place within the program’s fiscal year (calendar year). 
  • Equipment purchases, construction, renovation, or restoration projects.
  • Professional fees for settling disputes.
  • Direct salary support.

CATEGORY 1: EVENT, PROJECT OR ACTIVITY FOR TOURIST CLIENTELE 

This category aims to support events, projects or activities that create impact and promote the tourism offer to visitors/tourists.

The event must take place in Mauricie, and the promoter must demonstrate that their event will attract an out-of-region clientele, as well as present the ratio of Mauricie vs. non-Mauricie visitors.

CATEGORY 2: CORPORATE EVENT

This category aims to support corporate events designed to generate impact and highlight tourism within the corporate tourism sector or other economic sectors.

The event must be held in Mauricie, and the promoter must present the profile of the stakeholders involved and the audience reached by the visibility actions. The event must be able to demonstrate the number of overnight stays generated in regional accommodations based on the content of the event submitted for financial partnership. This partnership aims to provide Tourisme Mauricie with visibility among a corporate target audience. 

It is important to note that events taking place less than 10 weeks after the application date will be refused. This ensures a proper evaluation and production process that allows for the creation of original visibility products.

The organization will provide follow-up within a maximum of 20 business days, depending on the number of applications received during the period.

Financial partnership agreements are granted based on the annual budget envelope allocated.

The first stage of applicant evaluation will be carried out in three tiers (see appendix for details on the criteria applicable to each). Each application will first be assessed against the eligibility and non-eligibility requirements of this policy (see Eligibility section).

Projects that meet the eligibility criteria will then be evaluated according to the assessment grid for the awarding of a financial partnership. A minimum score of 30 is required to move on to the next step. Regardless of the score obtained, and depending on the volume of applications, Tourisme Mauricie may also need to refuse certain applications.

To ensure fairness, consistency, and transparency, all applications will be reviewed by the evaluation committee. The committee will rigorously assess each submission against the full set of criteria and rules established by this policy.

Following the evaluation, applicants will be notified whether or not their request has been approved. In the case of a refusal, the committee will specify the reasons. All decisions are final and not subject to appeal.

  • Fill out the form in the “Form” section below.
  • Submit a visibility plan or fill out the section provided for this purpose in the sponsorship application form. Provide visual examples, mock-ups, or other materials that illustrate or represent the visibility elements offered in the plan.
  • Submit a detailed visibility plan, including a value grid.
  • Provide any other relevant documents (e.g., cover letter, brochure, list of current partners, etc.).

 

Projects that meet the eligibility criteria will then be evaluated according to the criteria below.

A minimum score of 30 is required to proceed to the next stage.

Regardless of the score obtained, Tourisme Mauricie may have to reject applications due to the number of applications received and the funds available.

EVALUATION CRITERIA (scored 0 to 5)

  • The project provides visibility for Tourisme Mauricie.
  • The promise of visibility stands out in terms of quality, originality, or effectiveness.
  • The project fosters a healthy culture of promoting the tourism sector in the region to visitors, to the tourism industry, and to other economic sectors.
  • The project enhances the recognition of the region among Quebecers.
  • The project attracts clientele from outside the region.
  • The project contributes to increasing recognition of the impact of tourism on the vitality of Québec and its regions, or to celebrating excellence in the sector.
  • The project is innovative and represents progress in the tourism sector.
  • The project is aligned with proven responsible and sustainable practices.
  • The project generates benefits for the tourism industry and the region (data in relation to the size of the event and the sponsorship amount granted).
  • The project generates overnight stays in the region directly related to the nature of the event (for the corporate stream only).

Due to the high volume of requests received so far, we are temporarily suspending the intake of new applications. This decision allows us to assess the remaining funds in the annual budget before inviting other organizations to submit an official request.

We recognize the importance of your project and the momentum it can bring to tourism development in Mauricie. Rest assured that if funds become available again, we will notify you of the reopening of applications.

Additional Information

OBLIGATIONS OF THE BENEFICIARY

Any organization benefiting from a financial partnership agrees to respect the terms of the project described in the application form. The organization also agrees to comply with the proposed visibility plan, to provide proof of visibility after the event, and to allow a representative from Tourisme Mauricie to access the site in order to verify visibility elements in person, where applicable. Failure to meet these obligations may jeopardize future sponsorship requests.

PAYMENT TERMS

Financial partnership support will be confirmed in the form of an official letter sent by email to the contact person identified in the sponsorship application form.

Once funding is confirmed, payment will be issued upon presentation of an invoice from the organization.
